Good question. I know DesignBuilder had this restriction. Perhaps it was required at the time. Things may have changed as there have been two releases 8.2 and 8.3 since that time. I would ask at the helpdesk.

Is modeling cooled beams connected with an air system with variable velocity (VAV) possible? 

It seems that the object AirTerminal:SingleDuct:ConstantVolume:CooledBeam can be connected only with a constant velocity system (CAV).
