[EnergyPlus_Support] controller water coil

hi all ,

I wanted to make sure I understand this point right :

When I have a controller sensing both temperature and humidity ratio . It's very hard to achieve both setpoints at the same time . The controller actuates the flow of coil to achieve the least of humidity ratio or temperature.

Is that how it acts ? or am I getting something wrong ?
