I frankly don't understand the fixation on getting Meteonorm weather data.  Meteonorm is statistically-derived weather data and should be used only when no recorded data are available.  Are you just assuming there's no real weather data for your location? 

The availability of weather station data on the Web has expanded greatly in the last decade with the US National Center for Environmental Information (NCEI, formerly known as NCDC) putting on the Web  raw data going back to the 1960's  for nearly 10,000 weather stations around the world. Using that data, ASHRAE in 2012 created thousands of (3,012)  IWEC2 weather files for international locations, including 54 in Argentina.  When I checked, the closest IWEC2 location to Necochea is Mar-Del-Plata-Aero 120 km up the coast  (see <http://www.whiteboxtechnologies.com/IWEC2_locations.txt>www.whiteboxtechnologies.com/IWEC2_locations.txt).    If you're still not satisfied, the other option is Weather_Underground (<http://www.wunderground>www.wunderground.com), which indicates it has 3 years of data for Necochea.

Both the NCIE (Integrated Surface Hourly Database ISD) and Weather_Underground data are free, but they're raw data.
IWEC2 weather files are processed data in various formats including *.epw and can be used directly in EnergyPlus, but they're not free, although fairly inexpensive.
