Imagine you have a program that opens windows when the zone temperature exceeds 19 and an HVAC system that tries to maintain a setpoint of 20.
Within the time step (if programmed that way), the HVAC boosts to hit setpoint and does, but then the windows fly open, and so the HVAC which may have cycled off jumps on again.
And so this cycle repeats (50 times) and the temperatures in the zone don't stabilize.
This is a pretty crude example, but it's just the concept.
