I would not recommend doing this, and EnergyPlus may not even allow it, because changing the latitude and longitude will make the solar position inconsistent with the solar radiation data on the weather file. Better to just run EnergyPlus with the correct latitude and longitude of the weather file; much better to find a weather file for your location. The EnergyPlus Weather web site is not an exhaustive collection of weather files by any means. The EnergyPlus web site used to have a web page on "other Sources of weather data" (http://apps1.eere.energy.gov/buildings/energyplus/weatherdata_about.cfm) but with the recent changes in the web site this link no longer works.
