can EMS be used to charge the batteries from available PV output at any time. If PV generation is lower than the building load, can EMS be used to use the generation to charge batteries instead of reducing building load?

The battery will only charge when the load of the building is lower than the generation. There is no other way to charge the battery I am afraid. The battery will not charge from "the grid". 

You can turn the battery "on/off" through an external input that you would have to set up. In order to control the charge/discharge you would have to monitor the load/generation difference as stated above. 

I'm afraid the whole Battery/PV/generation is not as developed as it could be.

I am designing a PV system with battery storage (kibam) for a simulated building. The generators follow baseload scheme and the bus type is DirectCurrentWithInverterDCStorage.
The battery never gets charged, it only discharges during the simulation period. I have used the kibam code available from the example idf file and have only changed the number of series and parallel modules. 

Is there any way to control the battery charge and discharge operation; that is charge/discharge the battery during certain time interval. 

Also how can I implement the following scheme that the PV charges the battery during daytime with no battery discharge; only when some additional building load appears for a brief period during day or evening it is met by battery discharge. 

When there is no PV generation available are the batteries by the grid ? As I cannot see the battery being charged I am not sure about this.
