We have come across the double-surface creation issue as well. We did some testing and found that the latest Legacy OpenStudio plug-in (v1.0.14) works correctly with SU 2014 and earlier. For SU 2015 and later, it will create two separate E+ surface or sub-surface objects with the same vertex coordinates.

I have made a Git Hub issue for this (https://github.com/NREL/legacy-openstudio/issues/3) if you want to track when / if it's resolved.
