That looks like a standard evaporative fluid cooler to me. The spray water comes from a reservoir of water contained in the fluid cooler. Some of this equipment does not have the reservoir; the un-evaporated water is drained. The cooling performance (not water use) should be the same, however.

It seems that the EvaporativeFluidCooler model considers only the water that cools the chiller and the outdoor air, while in the evaporative cooler of the picture there is also a local loop of water that is sprayed.

On the other hand, it seems that the CoolingTower model considers a system in which the water that cooled the chiller is sprayed.
