[EnergyPlus_Support] Chiller:Electric- Sizing Factor value less than 1

I wanted to understand the use of sizing factor for mechanical equipment in a specific case. 

For cooling and heating a range of 1 and more make sense to overcome unexpected demands. 

However, on review of the idf RefBldgLargeOfficeNew2004_v1.4_8.5_5A_USA_IL_CHICAGO-OHARE.idf, The sizing factors used for chillers are set to 0.4. 

In what situation is this a good idea for sizing the chillers?
