I did not look at the file you reference, however I think this is the rationale:
* When more than one chiller is present in a chilled water plant AND 
* you autosize the chillers AND 
* the sizing factor is blank or 1.0, 
* E+ assigned 100% of the peak load to EACH chiller
If you have two chillers and want each to serve 50% of the load, you should set the sizing factor = 0.5
Similarly, if there are 3 chillers, you might set the sizing factor = 0.4
p.s., this is also true for boilers
