If you are seeking a particular weather file for a particular location in Germany, you should contact the institution or organization who created the weather file, or ask the advice of those who are in Germany and familiar with the availability of those specific weather files (Jean Marais' name comes to mind).

If you just need a weather file for a German location, there are plenty of sources. There are IWEC2 typical year weather files for 85 German locations, although not Wurzberg (closest is Niederstettin a few KML to the south).
