If you are seeking a particular weather file for a particular location in Germany, you should contact the institution or organization who created the weather file, or ask the advice of those who are in Germany and familiar with the availability of those specific weather files (Jean Marais' name comes to mind).If you just need a weather file for a German location, there are plenty of sources.
