EnergyPlus example file which has OutdoorAirTemperatureReset in HVACTemplate object when run with EP-Launch utility will produce expanded *.expidf file. This will show how OA reset is done in detailed plant loop. Basically SetpointManager:OutdoorAirReset will have to be added in the detailed plant loop.

Hello,
I am hoping to apply a boiler supply temperature reset control based
on outdoor air temperature. I am using PlantLoop and not
HVACTemplate:Plant:HotWaterLoop.

The Input-Output reference provides documentation for applying the
OutdoorAirTemperatureReset hot water setpoint reset type when using
HVACTemplate:Plant:HotWaterLoop.

Hopefully there is a way to use this type of control with PlantLoop
and Boiler:HotWater?
