HVACTemplate:Thermostat,

    abc,                     !- Name

    Always On,               !- Heating Setpoint Schedule Name

    20,                      !- Constant Heating Setpoint {C}

    Always On,               !- Cooling Setpoint Schedule Name

    25;                      !- Constant Cooling Setpoint {C}

If you want to use "Constant Heating Setpoint" and "Constant Cooling Setpoint" temperatures you have to leave blank the fields "Heating Setpoint Schedule Name" and "Cooling Setpoint Schedule Name".

Now it is considering "Always On" as setpoint temperatura, i.e. 1°C.
