  1. The primary pump should operate whenever the chiller is on.
  2. The secondary pump should operate whenever there is a cooling load. 
  3. In addition a variable speed pump usually has a minimum speed of ~30% (or for the purpose of the model a minimum power equivalent to 30% speed. The relationship looks something like:

I am modeling System 7 with primary CHW loop and secondary CHW loop, according to ASHRAE 90.1-2007..

If I see the output, it seems that the primary water pump is always working, even when the secondary pump isnâ??t. Is that fine?
