[EnergyPlus_Support] water flow rate in primary and secondary loop

I am modeling System 7 with primary CHW loop and secondary CHW loop, according to ASHRAE 90.1-2007.

If I see the output, it seems that the primary water pump is always working, even when the secondary pump isnâ??t. Is that fine?
