Use the Weather.exe that comes with EnergyPlus to convert the epw to csv. The Weather.exe is found in C:\EnergyPlusV9-2-0\PreProcess\WeatherConverter Run Weather.exe and choose the epw weather file. The Data Type of
the epw should read EnergyPlus Then make sure you Select Output
Format as CSV format of EPW data. Then save the converted file
