I'm using eQUEST 2.2 to model a 7-story building, 400,000 sf, with 2
chillers and a cooling tower.  When I run a simulation and check the
PS-C report it shows that the chillers are not even running.  I've
checked the internal load schedules as well as various load reports and
they are showing that a substantial cooling load exists, it's just that
the chillers aren't coming on to meet the load.
