I had something similar to this before.  I believe I made the chillers water cooled chillers and used the water-side economizer chiller and played with the performance curves to get close to what I needed.  I also zeroed out any energy associated with the heat rejection. If anyone knows of a better way to simulate this I would be interested as well.

Dear All,

How would you model the following: An office building in a cold climate is cooled with air condenser chillers during summer, spring and autumn, but with dry coolers during winter. The chillers will be completely off when the dry coolers are running.

While trying, I have realized that I cannot assign any dry coolers (ie. 
heat rejection) to the same circulation loop connected to the chillers.
