I could be wrong, but I had always understood that you typically did not consider the parking structure when making this determination, so residential would be the predominant condition for this specific case.  Also note exception "a" to G3.1.1 - you would use different system types for the non-residential and residential in this case since both are over the 20,000SF (~2,000 SM rough conversion) size limit under that exception.  Parking would be considered unconditioned or semi-conditioned depending on the BTU/h for heating and climate zone (see the definitions in Section 3 of ASHRAE 90.1) unless you exceed the heating for a semi-conditioned space, which would then make the garage part of your conditioned floor area (not very common but I did see it happen once) and your predominant space type would be non-residential.

 you have to use predominant condition to determine the system type for entire building, refer to ASHRAE (as highlighted) provided:

Dear All,

In a project to be LEED certified, we have the following areas:

10400 m2 retail and restaurant
11000 m2 residential (multifamily)
12000 m2 underground car parking

In selecting the baseline HVAC system, would this be considered a RESIDENTIAL or NONRESIDENTIAL building type? What is the criteria for selection?
