Aaron,

 

You will need to model it in the detailed mode, and use two models to
compare the savings rather than EEM or parametric runs.  You will need
to make sure the HW loop is set to operate at or below the Design-Cond-T
setting.  Normally there is a back up chiller that operates when there
is not a simultaneous heating and cooling load so you will need to
