I have nothing to add to Byron's very thorough response except that in newer versions of eQUEST (I think versions 3.5 and above) you can select an inp file as a parametric run.

Aaron,

You will need to model it in the detailed mode, and use two models to compare the savings rather than EEM or parametric runs.  You will need to make sure the HW loop is set to operate at or below the Design-Cond-T setting.  Normally there is a back up chiller that operates when there is not a simultaneous heating and cooling load so you will need to create a control scheme as well.  Some sample inputs are below
