[Equest-users] Unit Start/Stop Based on OA

eQUEST does not allow you to key any keyword value off of a value that will
change.  The indirect way to do this is to use the Rocky Mountain
Institute's schedule creator to create an 8760 hourly fan schedule that
would directly line up with your IF/THEN condition on the OAT.
