[Equest-users] seeing heating in a cooling climate - why?

I have a multi-story office building in a  cooling dominated climate. I am
seeing a great deal of heating in the actual building's roofed spaces
compared to the baseline. The roof is concrete with an ASHRAE appendix A
u-value of 1.28 compared to the baseline prescriptive value of 0.048. Could
this alone explain the heating I am seeing (over 1,000% compared to the
baseline)?
