[BLDG-SIM] Fan Operating hours in DOE-2.1E

I have made runs using DOE-2.1E for a chilled water double duct system and a
Heating and Ventilating System. When I call up the SS-H report, both systems
show fan kWh, but neither show fan run hours in the accompanying scatter
plot. What gives?
