Psychrometric program on Trane CDS website:

http://www.trane.com/commercial/software/index2.asp?flash=yes

Go to section Web Psychrometrics and click on "Air Properties".  Enter
any two air properties such as Dew Point and Dry Bulb and click on
"Calculate".

Yes.  See chapter 6 of the 2001 ASHRAE Handbook of Fundamentals for
details 
(pp. 6.13-14).  An alternative is to get a program that does
psychrometric 
calculations, of which there are several (e.g., EES).
