Rob,
There multiple LEED manuals for multiple LEED programs.  LEED 2009 for Commercial Interiors credit EAc1.3 Optimize Energy Performance - HVAC does reference the Energy Cost Budget Method. Previous versions of LEED NC & CI have also referenced the ECB method.
I did not see if you stated which LEED version applies but that will be important.

just as a reminder on using interpretations for 90.1 Chapter 11, which is the Energy Cost Budget (ECB) method, that Chapter 11/ECB methodology is not acceptable for leed projects.

per the leed 3.0 manual (page 263, section 4, last sentence of 1st paragraph):

"A model using the energy cost budget method will not be accepted."

per the leed 2.2 manual, page 177, left column, 2nd full paragraph, last sentence,

"A model using the Energy Cost Budget Method will NOT be accepted for credit under EA Credit 1."

The interpretation is worded for Chapter 11, which is another means to show compliance to the standard.  However it is interesting to note they are no longer applying this interpretation to Appendix G of 90.1-2007.  This seems like a logical progression sense Appendix G is meant to show energy efficiency not compliance.

"This interpretation also applies to Section 11 of 90.1-2007 as well as Appendix G of 90.1-2004 but does not apply to Appendix G of 90.1-2007."

Perhaps that knowledge may be helpful.
