There is a similar occurance with AutoCad LT.  LT can "import" a dxf file but dxf is not the program format.  Consequently, when launched by EnergyPlus AutoCad is expecting to find a dwg file and generates the can't find file error.  If AutoCad is open, you can import the dxf, but you have to follow the menus and know the path and name for the dfx file.....
