That is an interesting problem.  One approach would be to model the 
ramp as the roof of a zone (the zone would not need any other 
surfaces.  Use purchased air to control the zone to your best 
estimate of the soil temperature at 1 to 2 ft below the surface.  
Then describe the roof construction as concrete plus 1 to 2 ft of 
soil.  The roof exterior surface temperature would be the ramp 
surface temperature.

Since there are many unknowns here, you should test the sensitivity 
of the result by altering the zone temperature over a reasonable 
range and altering the soil conductivity.  Be sure to specify OUTSIDE 
CONVECTION ALGORITHM, Detailed;
