The answer to this depends on lots of things, including platform, level
of "interaction" with the core of EnergyPlus, etc.
Currently, with the current publicly released EnergyPlus, it would be
impossible.
Theoretically, it might be possible even in the current structure of
EnergyPlus. Certainly, on the Windows platform. But the hooks
to do this are not currently implemented in the code.
There are plans in the works to have a COM version of EnergyPlus --
certainly would make some interactions easier on the Windows platform,
but still not at an "interactive" level with the
simulation.
As a collaborative developer, you could explore this to your heart's
content. (Writing in a different language and interfacing with
EnergyPlus).
