It looks like you did just what you said -- converted an EPW file and then sent it as a CSV file to the WeatherConverter.  Unfortunately, the CSV file that the WeatherConverter "wants" is the same CSV file that it can produce -- which shows up better in Excel, etc.

1) Take the standard EPW file you want to convert.

2) Use the weather converter and ask for a target "CSV" file (if you don't already have one).

3) Use the CSV file to make your changes.

4) Now, use the CSV file in the WeatherConverter to make your EPW file.

Should work.
