The EnergyPlus System and Plant Simulation is solved by iteration,
together with the information from the Loads calculations. SimHVAC is a
routine that calls all of the System and Plant managers and is controlled
by a set of convergence flags from these managers. When there has been
greater than 20 iterations through all of the managers without
convergence by all of the loops and components than this error message is
printed out with the name of the current environment that it was
simulating. There is also a report variable "HVACManage
Iterations" that can be turned on to retrieve the number of
iterations that any HVAC timestep took to reach convergence. When this
warning happens occasionally it may not be a problem if a few time steps
miss convergence. This can happen in a variable volume system that is
bouncing around at a setpoint and just can't quite meet the convergence
criteria as everything else is changing slightly around it. The other
extreme is this warning happens at every timestep and is an indicator
that something is not hooked up correctly or
misconfigured/specified.
