No, you cannot limit the capacity of purchased air.  Any other system 
type will allow you to specify capacity limits.  The simplest system 
type to describe for a single zone with heating and cooling would be 
the window air conditioner with electric baseboard, or a furnace with 
dx cooling and electric heat.
