When active, DST will shift all scheduled items by one hour.  
Reporting is always in standard time.  I ran a quick experiment with 
the PurchAir example file.  I added the DST object and ran from April 
15 to May 15.  What I found is that the DST is not active unless the 
RUN PERIOD field for DST says "Yes".

    15,  !- End Day Of Month
    UseWeatherFile,  !- Day Of Week For Start Day
