This can occur when the HVAC time step is shorter than the reporting 
frequency for the report variable.  If you report at the "detailed" 
frequency, you will see results for every HVAC time step (they will 
vary in length) and you will see how it was cooling for part of the 
time and heating for part of the time during the period in question.
