The real question is why is the space getting cooler than 25C?  You 
say it is cooler in the nighttime.  Is the HVAC system supposed to be 
running during this time?  Is the cooling coil operating?  It is 
possible that the minimum airflow fraction on the VAV boxes is set 
too high.
