[EnergyPlus_Support] Temperature setting & Boiler

Hello,

I am simulating a building with water-cooled HVAC system, which is the 
same as the example of 5ZoneWaterCooled.idf.
But instead, I set the PlantOn1 to be zero, which turns off the Heat 
Loop Operation (Central Boiler).
Though the tempearture setting is 25C in the simulation,
the mean air temperature is floating time by time during the nighttime 
and much under 25C (about 21C).
Thus, I tried to turn on the PlantOn1, then the errors went away.
I wanna ask is there any other way to fix the problem without turning on 
the Central Boiler.
I hope there is no heating in summer in the simulation.
