I'm not sure if this will answer your question completely.  Over the
short height of your building, the wind velocity factors are not
significantly different.  If you neglect the wind effect for a moment
you see that h is also a function of surface temperature.  You didn't
give details of your construction, but if the basement is a heating
plenum with significantly greater inside temperature than the upper
zones and the wall is less insulated, then the outside surface
temperature is greater causing the convection coefficient to be
larger....
