[EnergyPlus_Support] System sizing

Below for the design outdoor air flow rate , if we want to specify value than should it be the minimum design outdoor air flow rate?

Sizing:System,

    VAV_2,                   !- AirLoop Name

    Sensible,                !- Type of Load to Size On

    ???,                !- Design Outdoor Air Flow Rate {m3/s}...........

   ............................................

In my code I have specified air flow rates for VAV boxes, fans etc but the calculated values are different from the one's I have specified?
