[EnergyPlus_Support] Update for EP-Launch to fix invalid property error

Several users have reported a problem with EP-Launch.  A revised 
version has been uploaded to the Updates\Windows folder of the yahoo 
group files area:

EP-Launch 1.13 fixes a bug which causes "Invalid Property" to be 
reported at start up.  It occurred when a file was selected near the 
bottom of a very long list of files. After the selection was made the 
program exited. Upon the next start the error message would appear 
and EP-Launch would not finish starting up.
