I am not sure that I understand your question.  The required illuminance level 
for the occupants would be determined from a lighting handbook depending on the 
type of activity.  The illuminance produced by a given wattage of artificial 
lighting is dependent on the fixture type and placement.  EnergyPlus does not 
simulate the illuminance level produced by the LIGHTS object.  If you are using 
the DAYLIGHTING controls, EnergyPlus assumes that the LIGHTS objects in the 
zone are capable of meeting the illuminance setopint at full output.  It is up 
to the user to ensure the power level is adequate.
