I assume that you mean an exhaust fan which is part of the air-air heat 
recovery equipment, or located at that point in the system.

The easiest approach is to include the fan power in the electric power for the 
air-air heat exchanger.

You can include a fan as part of your outside air system equipment.  I have not 
ever done this, but it should work.
