On the contrary, whenever a RUN PERIOD is used, the location data in the 
weather file overrides the LOCATION data in the idf file for all simulations, 
including DESIGNDAY(s).

To verify the location data used in any simulation, check the eio output file.  
Search for "Location".

If you find that the location data is correct and you are still unable to 
explain your results, please submit both idf files and the epw file to the 
files area in the yahoo group or send as a zipped attachment to energyplus-
support@xxxxxxxx
