[EnergyPlus_Support] humidity control

I want to keep the relative humidity of each zone at 30%.  I use an 
electrical humidifier. I also add ¡°Single Zone Min Hum¡± at 
setpoint manager  and ¡°Humidstat¡± at zone control  like the 
example file ¡°CVRHMinHum¡± .  However,  the relative humidity of 
each zone keeps around 22%, no matter how much I increase the rated 
capacity in ¡°Humidifier¡±.   Are there any other variables that I 
need to control to increase the relative humidity? Thanks.
