It seems that the last coil in your system is being "starved" with inadequate water flow rate.
Some reasons i can possibly anticipate this is:
Supply side Max Chilled Water Flow rate should be increased. Because that flow goes to each of your 8 coils in sequence and is able to satisfy only the first 7 coils ie runs out of flow on reaching the 8th coil. Basically try to increase the capacity of your system.
Try adjusting the controller max flow rate.
Check your Coil Schedule also, coil could be possibly scheduled off.

In the result of my simulation, I find the Water MassFlowRate
through one of the cooling coil is zero at any time,so the Mean Air
Temperature in one zone is too high. The other cooling coil and Loop
