As "pch" said, the radiant system needs to be listed in a ZONE EQUIPMENT LIST
which must be referenced in a CONTROLLED ZONE EQUIP CONFIGURATION object. And
there is no no need for a controller list for this type of system. See
ExampleFiles\RadLoTempElecTermReheat.idf for an example.
