I would agree that there is a problem in the thermostat control or/and supply air set point control (but i don't know how to fix it). The system used here is DX cooling coil VAV with reheat (gas). Please have a look to the the IDF file which is uploaded under name OPT512.10_fiveZoneDXVAV.
