Need more information as I've done the epw => csv => epw many, many times.

Modifying directly is a bit harder because it's difficult to keep the 
correct columns straight even though they are comma separated.

And when you say "doesn't work" -- need more particulars or send the file 
to me and maybe I can see more that way.  (or upload to problem_submittals 
folder).
