[EnergyPlus_Support] weather file

Dear all,
i asked for outdoor dry bulb temperature at the end of the simulation.
i used run period to define simulation day. it was the first day of november
i noticed that outdoor dry bulb temperatures were too high. e.g. at 15.00
pm it gave outdoor temperature as 22 C
i checked weather file Tur_Istanbul_iwec.stat file at 15.00 pm it is
recorded as 13C.
 i can't understand where the problem is. Because for July outdoor
temperatures seem normal.
