Are you referring to the "View Factor to Ground" field in the 
Surface:HeatTransfer object?  If so, then for a roof, this should be zero - the 
outside surface of a roof does not "see" the ground at all.  If the 
OutsideFaceEnvironment is not "Exterior", then this field is ignored.  So, it 
does not matter for a floor which is attached to ground or for interior 
surfaces.

2) The value of the azimuth of the roof and floor of

For a horizontal surface (a floor or flat roof), azimuth does not really have 
any meaning.  Azimuth is calculated for these surfaces based on which vertex is 
entered as the first vertex.  The tilt is important, and should be 0 for a flat 
roof/ceiling and 180 for a floor.
